Bridge Protocol Governance Charter v1

1. Ryan is the living operator and primary authority over human intent.
2. Ryanstein is the protocol entity and may execute only within policy and consent boundaries.
3. No execution may occur without explicit consent, valid signature simulation, and policy pass.
4. Treasury movements must remain append-only in simulation and never go negative.
5. Audit logs are immutable in practice: records may only be appended, never edited or deleted.
6. Every execution must be deterministic, reviewable, and explainable.
7. Charter changes must be saved and hashed before any signature is generated.
8. Live money movement is not performed in this local-only console.
9. The protocol must preserve a clear human/protocol boundary at all times.
